1. Sit down with the NASA administrator and let them know they have my complete support in Congress.
Then ask them:
What does NASA need?
What does NASA want?
What does NASA deserve?
2. I want to then put together a team of Members that fully understand the importance of NASA and space travel, colonies, etc. I would then have this group meet with Blur Origin, SpaceX, NASA and all other space oriented companies, anbd map out the next 40 years of agressive space infrastructure, O'Neil cylinders, Colonization, space stations, etc.
I'm a firm believer that NASA, along with private industry can unite this world, through fabulous space missions, space ships and Very Large space stations.

While Blue Origin and other private enterprises are working on the 'road infrastructure' for this, NASA needs to take the lead on government resources and international partners.
This is a 40 – 60 year project from this point.

A special department needs to be set up inside NASA.
Item C.
Energy to matter 3-D printing technology will be the key.
This can only be done with combining quantum computers with Industrial sized 3-D printers,
NASA and other agencies need to partner with the companies that can make this happen.
Item D.
The first pair of O'Neil cylinders should be dedicated to agriculture and manufacturing on an industrial level.
Those are the two most important things we need to learn, in a 'safe' moon orbit, so that the cylinders are close by.
The agricultural cylinder will sustain the people living there and all those on the industrial manufacturing cylinder.
The two main things to manufacture would be space 'cargo truck' ships and materials to build more O'Neil cylinders. Starting with a second pair in Moon orbit.
This way we are teaching ourselves how to do these things in space.
Then we can start placing pairs of O'Neil cylinders 100,000 miles apart, between the moon and Mars.
